The road would link Midland Road in the south of Wellingborough with Finedon Road in the north.
There would also be redesigned junctions for traffic travelling to Elsden Road and Senwick Road in the south and a new junction and bridge to the north
of Wellingborough railway station.
This would allow access to Stanton Cross, the planned Wellingborough East development.
The council said two options for the road were to site it on top of The Embankment or buying and demolishing existing buildings.
Alan Roberts, 49, a carer living in Wellingborough, said: "I think the council will struggle to find somewhere to place the road without taking out farm buildings.
"My son works on a farm near there and has already been approached by the council because it might have to knock down a building to build the new road. I think the better option would be to build it near the railway tracks.
"This is a lot of money for a survey, especially if the road doesn't end up being built."
Allan Blackman, chairman of Castle Area Road Safety Action Group, said: "This road sounds like a positive move but it is hard to comment without knowing precisely where it will go.
"If it will relieve traffic at the junctions of Senwick Road and Eastfield Road near the station then it could make the area a lot safer, and Elsden Road will certainly benefit."
"It seems a lot but if the council has to spend £100,000 to research it properly then so be it."
A Northamptonshire County Council spokesman said: "Next week, county council cabinet members will be considering a programme of projects, including a study into the overall feasibility of a highway link running south to north between Midland Road and Finedon Road, which would help reduce congestion in Wellingborough."
